One car park is clearly on top when it comes to parking fines - full list of fine hotspots

One car park has come out on top when it comes to parking fines earning Wirral Council thousands. New data following a Freedom of Information request to the local authority shows which parts of the Wirral you are most likely to get a parking fine as thousands of fines are given out.

In 2023, 16,785 fines were issued by Wirral Council, an increase of more than 1,700 fines compared to 2022. In 2024, the local authority said 2,957 fines had been issued by March 19.

For 2021, 2022, and 2023, Europa Square car park, near Birkenhead Market, the bus station, and the town’s former Wilkos, came out on top with the most fines and money raised. The latest data shows that in 2022, £14,373.72 was raised from 662 fines while in 2023, £16,225 was raised from 715 fines.

However data up until March 2024 shows it’s seen fewer fines and less money raised compared to other roads and car parks. £1,395 has been raised by the car park from 75 fines so far. However the West Kirby Concourse car park and Marine Promenade have both seen 97 fines issued while the Europa Pools car park and Liscard Crescent have seen 88 and 77 fines issued respectively.

In terms of money raised, Marine Promenade comes out on top this year with £2,380 raised so far. Liscard Crescent has raised £1,680 while £1,515 has been raised from fines at the West Kirby Concourse.

The car park will see some major changes over the next few months as Wirral Council begins its £12m revamp to Birkenhead’s main high street and town centre. The redevelopment will see the loss of 50 car parking spaces at Europa Square next to the town’s bus station.

The data, which came from a Freedom of Information request, shows the council generated £506,347 from fines in 2023, up from £347,930 in 2022 and £67,665 generated so far in 2024. However between 2022 and 2024, 5,543 fines are still outstanding while 2,972 have been successfully appealed.

The biggest reasons for fines being generated were for people parking on a restricted street, in a car park without a valid ticket, for longer than allowed or paid for, in a bus stop or taxi rank, and using resident parking areas or disabled parking spaces.

Wirral Council is currently developing its strategy to manage parking across the borough. Councillors voted to move the policy forward in December 2023 which will look to generate income for the council and bring in a number of new changes.
