Full list of roads Knowsley Council plans to improve with £30m budget

The borough was named one of the country’s worst for potholes last year.

Knowsley Council has revealed ambitious plans to improve its road network and invest almost £30m on maintenance and repairs. The borough was named one of the country’s worst for potholes last year and some its worst potholed roads, including East Lancashire Road and Waterpark Drive, are set to benefit from the improvement plans.

The council’s cabinet met at the Municipal Buildings in Huyton to approve a Regeneration and Economic Development report which outlined their Highways and Transportation Capital Programme for the next two financial years. The local authority also confirmed the award of a contract to Tarmac Trading Limited for maintaining and improving the borough’s highway network and a separate agreement with Aecom to undertake highway design.

The combined value of the contracts is anticipated to be approximately £10m per year and will run from February 1 2025 until January 31 2032, with an option to extend the contracts for a further three years up to 31 January 2035.

Last year, Knowsley Council approved plans to enter into a Grant Funding Agreement with the Liverpool City Region Combined Authority to secure total funding of £29.19 million over five years.

Funding allocations for the Capital Programme were developed in accordance with the Combined Authority’s Transport Plan and will go towards a number of projects including a £330,000 allocation for Kirkby Railway Footbridge and £250,000 for Waterpark Drive in Knowsley’s Stockbridge ward.

Additionally, when the government decided to cancel the HS2 programme, the Department for Transport announced the Liverpool City Region would be allocated £2.864m of which £0.622m would be set aside for Knowsley. The council have now confirmed this additional funding has been included in the proposed 2024/25 and 2025/26 Capital Programme and will be used to undertake resurfacing works on Baker’s Green Road, Huyton Hey Road and Lordens Road.

The improvements to Knowsley’s transport network will cover all aspects of highways works, including road and footway maintenance, vehicle restraint barrier maintenance, structures and drainage, local safety schemes, parking management and sustainable travel.
